Died at Alexandria Hospital on August 22, 2011 of natural causes.
She was born at the home of her grandfather, Capt. Julius Lewis Shanklin, CSA in Richland, SC on August 14, 1923 to Edgar and Rosa Shanklin. The family moved to Occoquan, VA in the early 1930's. She graduated from Occoquan High School in 1940 and then attended Mary Washington College.
She worked at the Engineer Research and Development Laboratory (ERDL) at Fort Belvoir, VA and then devoted her life to raising a family and maintaining homes in the Panama Canal Zone, Chattahoochee, FL, Mobile, AL, Occoquan, VA, Sagamahari, Japan, Fort Leavenworth, KS, Alexandria, VA, Hanau and Kaiserslautern, Germany, Marin County, CA and Alexandria, VA. Her home at "The Fairfax" retirement complex was her 26th since being married in 1946.
She was active in Officers Wives Clubs, the Alter Guild of various Episcopal Churches, the Military Officers Association, the Daughters of the American Revolution and the United Daughters of the Confederacy.
She was predeceased by her husband, COL William C. Carter, Jr. in 1987 and her first husband, 1LT William J. Mooney, who was killed in Belgium in 1944. She is survived by her daughter, Candace Carter Childs Miller of El Dorado Hills, CA; her son, Ray Porter Carter of Exeter, NH; her grandson, Todd Matthew Childs of San Francisco, CA; her granddaughter, Sarah Virginia Carter of Hampton, NH; along with nephews, Doug and Jim Frank of Little Rock, AR and Mickey Mooney of Occoquan; niece, Jane Mooney Mercer of Woodbridge, VA; and step-daughter, Kimberly Miller of San Francisco, CA.
A Requiem Service was held at Pohick Episcopal Church on August 25, 2011 with burial at Arlington National Cemetery on September 27, 2011.
