He was born in Vieques, Puerto Rico. He was married to Nancy Nieves. Luis worked at the Christian Service Center and had a passion for family.
He is survived by his children: Marysol Serrano, Jose Serrano and Alicia Felix. Son-in-laws Joel Rivera and Jose Sanes. Daughter-in-law Maria Serrano. He is also survived by his grandchildren: Solmarie Pitts, Kiara Bennett, Jessenia Rivera, Jazmine Rivera, Anthony Felix, Adassa Felix, Ashley Serrano, and Kayla Star Serrano. He is survived by his siblings: Carmen Milagro Sanes, Carlos Efrain Sanes, Nelson Sanes, Robertito Sanes, and ten nieces and nephews.
