Allegra was born on January 20, 1921 in Monroe, Louisiana. She knew at the age of 5 that she wanted to be a teacher while attending Kindergarten and First Grade. Her family moved quiet often, following the natural gas pipeline work her father was with. In 1935, the family transferred to Amarillo, Texas where she graduated from Amarillo High School in the upper 10% of her class in 1938. She worked her way through two years at Amarillo Junior College and one semester of her junior year at West Texas State University by babysitting and working at Kress Variety Store. The second semester of her junior year, she withdrew due to the illness of both her mother and sister; but she never gave up on her goal of being a teacher.
In 1942, Allegra was employed as secretary to Mr. Charles M. Rogers, Superintendent of the Amarillo Public Schools. During her eight years in that position, she married Fred Bush Jr. from Lovell, Wyoming and with his encouragement, she graduated with a B.A. degree from West Texas State University in 1949 by attending night and summer classes. In 1951, her teaching journey began in the Amarillo Public Schools. She taught elementary school Language Arts, Social Studies, and Science, all while earning her Master’s Degree in Education. Throughout her career, she sat on many boards, and won much recognition for her field.
