Arthur was born July 21, 1936, in Richmond, Va., to Robert Bullock and Garnet Brown. He married Carol Cheatum in 1980.
He was preceded in death by his parents and two brothers.
Survivors include his wife, Carol; a son, Robbie Bullock and wife Val of Clarendon; two daughters, Gina Rae Hensley and Lisa Lynn Waitman, both of Mechanicsville, Va.; a brother, Garland Bullock of Roanoke; two sisters, Barbara Lee Riffee of Blackstone and Helen Moore of Roanoke; two sisters-in-law, Patty Keen and husband Charlie and Debbie Jones and husband Jeff; two brothers-in-law, Mike Cheatum and Dick Cheatum and wife Linda; four grandchildren; and three great-grandchildren.
