Jackie was born in Groom, Texas on April 6, 1941 to Freida Phillips. He was raised in Clarendon, Texas and Ashtola, Texas. He picked cotton and helped his mother iron clothes to make money. He enlisted in the army in 1959 and traveled to France. He was employed with Falcon Sprinklers Fire Protection, United Filters, and Johnson Filtration. He retired in 2017. He enjoyed tinkering with things, trying to make them work. He has buckets and old coffee cans full of screws, washers, bolts, nuts, and nails that he would pick up at different construction sites around town. “You never know when you’re gonna need it,” and “saves me a bunch of money,” he would say.
Surviving family includes: wife, Catherine Phillips (married 33 years) , daughter Jacqueline Leeper and husband Tommy, son Chris Phillips and wife Mitzi, son Steven Phillips and wife Stephanie, daughter Kathy Scott and husband Billy, son Jeff Galloway, daughter Kristee Riley, daughter Jennifer McMahon and husband Tom, 12 grandchildren, and 1 great grandchild.

A visitation for Jackie will be held Thursday, May 5, 2022 from 5:00 PM to 8:00 PM at Memorial Park Funeral Home, 6969 East Interstate 40, Amarillo, Texas 79118. A funeral service will occur Friday, May 6, 2022 at 10:00 AM, 6969 East Interstate 40, Amarillo, Texas 79118. A graveside service will occur Friday, May 6, 2022 at 11:00 AM at Memorial Park Cemetery, 6969 East Interstate 40, Amarillo, Texas 79118.
Serving as pallbearers are Jacqueline Leeper, Chris Phillips, Steven Phillips, Kathy Scott, Tom McMahon, Jennifer McMahon, Kristee Riley and Jeffrey Galloway.
