

Luisa Ferrer Victorio of Annapolis, Maryland, a devoted wife and loving mother to two daughters and a son, grandmother to six grandchildren, and great grandmother to one great granddaughter passed away on November 22, 2025.
Luisa, more affectionately known as “Louie” to her family and friends, was born on July 19, 1945 in Quezon City, Philippines. She was one of eight children of Jose C. Ferrer and Filomena M. Baltazar-Ferrer and married her husband of over 56 years, Jose C. Victorio, on October 26, 1969.
She was a valued and dedicated Administrative Assistant for over ten years with the Asian Development Bank and over twenty years with the World Bank which allowed her family to travel the world extensively and experience many different places and cultures. Following a successful career and retirement from the World Bank, Luisa worked for the State of MD Department of Rehabilitation Services until she fully retired in 2016.
Luisa had an amazing talent for cooking exquisite traditional Filipino dishes which was one of the many ways she expressed her tremendous love for her family and friends. She was known for her graceful moves on the dance floor at numerous family events and gatherings as well as entertaining herself at various casinos demonstrating her exceptional skills at the poker table. She was also a devout Catholic and member of St. Marys and St. John Neumann Catholic Churches in Annapolis, MD for over 45 years.
She took great pride in her family especially her six grandchildren: Christina, Matt, Dani, Nick, Travis, and Isabel who lovingly called her Lola. She also had a special place in her heart for her great granddaughter, Eva, who knew her as Lola Luisa. She loved her grandchildren and great granddaughter dearly.
Luisa was preceded in death by her siblings Norma, Jose Jr., Macario, and Alma. She is survived by her husband, Jose C. Victorio, daughters, Racquel (Viado) and Geraldine (Gancayco), son, Jonathan, six grandchildren, one great granddaughter, her sisters, Luz and Angelita, and her brother, Antonio.
Visitation will be held at John M. Taylor Funeral Home, located at 147 Duke of Gloucester St, Annapolis, MD, 21401, on December 3, 2025, from 2:00 pm to 4:00 pm and again from 6:00 pm to 8:00 pm.
A Mass of Christian Burial will take place at St John Neumann Church, 620 N Bestgate Rd, Annapolis, MD, 21401, on December 5, 2025, at 10:30 am.
Burial will follow at Hillcrest Memorial Gardens, 1911 Forest Dr, Annapolis, MD, 21401, on December 5, 2025, at 11:45 am.
