

Rose Leticia Cuevas, 79, of Annapolis, MD, passed away peacefully in her home on July 5, 2026. Born on a crisp autumn Sunday, November 10, 1946, in Manhattan, NY, Leticia was the daughter of the late Macario Benito Cuevas and Rosa Maria Santiago Cuevas. She was the Senior Partner and Chief Executive Officer of SILLAC.
Leticia was a prayerfully devoted wife, sister, mother, grandmother, and great-grandmother. She was a cherished parishioner of St. Mary’s Catholic Church, where she married her husband, Jorge.
Leticia was the heart of her family, always their fiercest advocate, and a faithful member of St. Mary’s Our Lady of Guadalupe Ministry, where she generously gave her time providing legal counsel and interpretation, and served on the Perpetual Adoration team throughout the years.
She was a woman of intellect, beauty and influence. Her home was always warm and welcoming, with hot coffee always brewing or a glass of wine and a spread of cheese, olives, and her favorite, mole, ready for anyone who came for a visit.
Leticia loved her Catholic Faith and enjoyed discussing theology, the catechism and the goodness and beauty of Catholicism. She was so proud of her children, grandchildren and great-grandchildren and was their biggest advocate and greatest counselor. As a mother she enjoyed sewing bows and dresses by hand, and nurtured a deep love of music and dance in each of her children. She prayed the Rosary and novenas faithfully, keeping greeting & prayer cards sent to her. As long as she was able, she made a point of being present—for birthdays, graduations, Christmas, Thanksgivings, and every celebration big or small—because her children, grandchildren, and great-grandchildren were, simply, her pride and joy. She took pride in her Latin American heritage and took care to remind everyone of that. It was customary for her to encourage us to receive the sign of the cross on our foreheads with her blessing (La Bendicion) before departures.
She was a devoted mother and wife who brought that same devotion to her career. Leticia’s professional journey began as a communications operator at Western Union, followed by roles at Ted Bates Advertising and the American Can Company. She co-founded the Centro Hispano of White Plains and worked as an advocate at the Youth Services Bureau while earning her Bachelor of Science from Pace University in White Plains, New York. She went on to earn her first law degree from the Universidad Autónoma del Estado de Morelos, Faculty of Law and Social Science, before returning to the United States to serve as a professor at the University of Texas at Brownsville and later complete her Master of Laws (LL.M.) at American University’s Washington College of Law. She began her legal career at the U.S. Department of Justice before later joining 3E.
She returned to SILLAC (Specialists in International Law on Latin America and the Caribbean) as a Senior Partner and Chief Executive Officer, where she focused on Environmental, Health and Safety (EH&S) and occupational safety under International Labor Law, conducting extensive research on workplace health and safety compliance across more than twenty-six Latin American and Caribbean jurisdictions. Her work spanned major trade frameworks including NAFTA and its successor, the USMCA, as well as CAFTA, MERCOSUR, CARICOM, the International Labor Organization’s conventions, and World Trade Organization dispute settlement procedures. She carried out her legal work fluently in English, Spanish, Portuguese, and French.
Surviving are her loving husband of 41 years, Jorge Acosta; her brother, Raymond Cuevas; her five beloved children, Andrea Orellana, David Vera, Lara Vera, Katharina Acosta-Braaten and Jorge Acosta, Jr.; her son-in-laws, Paul Orellana and Justin Braaten, her seven beloved grandchildren, Danielle and Nicholas Orellana, Juliana Gonzalez, Christian Vera, Alison Vera-Azabache, Beni Braaten and Citizen Vera; and her three beloved great-grandchildren, Joel Chaves, Jade and Mateo Boshears.
Visitation will be held at John M. Taylor Funeral Home, 147 Duke of Gloucester St, Annapolis, MD 21401, on July 10, 2026, from 2:00 to 4:00 pm and again from 6:00 to 8:00 pm.
A Mass of Christian Burial will be celebrated by Rev. John McKenna assisted by Deacon Leroy Moore at St. Mary’s Catholic Church, 109 Duke of Gloucester St, Annapolis, MD 21401, on July 11, 2026, from 9:00 to 10:00 am.
Private interment will be held in Annapolis, MD.
