Carroll Francis Towey – Ed.D LTC, USAR Carroll F. Towey passed away on September 24, 2020 at his home in Arlington, Virginia. He was born in Boston, Massachusetts on January 30, 1932 to Thomas P. and Marietta Alcock Towey of Peabody, Massachusetts. He was predeceased by his parents, his first wife, Marie Linehan Towey, infant son Brendan, and his brother, Francis X. Towey. He is survived by his wife of 27 years, Miriam Quinlan Towey, and three children: Maryel Leena, Tucson, AZ, Michael C. Towey, Peabody, MA, and Kevin J. Towey, Mardella Springs, MD, brother Thomas P. Towey 11, three grandchildren. Daniel and Florence Roth, and Parker Towey, as well as nieces and nephews. Carroll graduated from Peabody High School in 1949, received a B.S. in Ed. From Salem State College, 1953; Ed.M from Boston University in 1957 and an Ed.D. from the University of Massachusetts in 1973. At the age of 8, Carroll first demonstrated his inner strength by rescuing a good chum ( age 6) from drowning in the icy waters of Brown’s Pond, near his home in South Peabody. He was recognized by local authorities for this act of heroism. Carroll served on active duty with the U.S. Army in Korea from 1955-1957. While there he was Director of the 7th DivArty Army Education Center. Later, as a member of the U.S. Army Reserve, he served as an instructor for the National Security Management Seminar at the Industrial College of the Armed Forces until his retirement in 1992 as a Lieutenant Colonel. He was employed by the U.S. Department of Education in Boston MA and Washington DC from 1967 – 2005. Following his retirement, he served as a White House volunteer until 2015 when he was awarded the President’s Volunteer Service Award. He was a long time member and President of the Northern Virginia Chapter of the Military Officers’ Association of America. And, always mindful of his roots, Carroll was active in and President of the Massachusetts Society of Washington, D.C. A visitation will take place at Murphy Funeral Home, Arlington, Virginia on Sunday, October 11, 2020 from 1:30 – 4:00 p.m. A Mass of Christian Burial will take place on Monday, October 12, 2020 at 10:00 a.m. at the Cathedral of St. Thomas More, Arlington, Virginia. Interment at Arlington National Cemetery will take place at a later date. At that time a Celebration of Life will be celebrated assuming COVID 19 restrictions are no longer in place. In lieu of flowers, donations may be made to the Wounded Warrior Project or a charity of your choice.
