

James is survived by his children Keith of Fredericksburg, VA; James Ellis, Tonya and Monique all of Arlington, VA; his ten grandchildren and nine great-grandchildren. He is preceded in death by his wife, Constance “Connie” Shivers.
James was born July 11, 1924 In Black Mountain/Ashville, NC to the late James and Hattie Lott Shivers. He was the oldest of four sons (Charles “Charlie”, Clarence and Roosevelt “Sunny”; all who have preceded James in death). He attended school in Asheville, NC and then served in the armed forces as a Private. While in Asheville he married Constance Wells on May 2, 1950 and they were united for 53 years before her passing. James and Connie had two sons, Keith and James Ellis, during their stay in Asheville, before moving to Arlington, VA in 1956. After moving to Arlington, they had two daughters, Tonya and Monique. Halls Hill in Arlington, VA was his home for 61 years.
James worked at several jobs before settling at The Smithsonian in Washington, DC as a Special Police Officer. He retired after 31 years of service as a Lieutenant in 1996. During his retirement he delighted in his passion for cooking. He would watch cooking shows and pull recipes and then create his own mouthwatering versions. He also enjoyed spending time with his grandchildren and fishing with his friends.
James passed away peacefully in his home surrounded by his children. He will be remembered as a loving and caring father, a strong provider and a quiet man that spoke volumes without a lot of words.
