

Born on June 24, 1932, in Laasphe, Germany, Lutz was the son of Leopold and Erna Prager. In 1939, his family emigrated to the United States.
Lutz attended Park School in Baltimore before earning his undergraduate degree from Haverford College. He went on to study law at Yale University and later continued his education in Munich, Germany.
Lutz began his career with the U.S. State Department in the early 1950s. His assignments took him to the U.S. Embassies in Ghana and Ethiopia, where he served for two years in each country. During his overseas service, he displayed a remarkable aptitude for languages, learning two local dialects.
Upon returning to the United States, Lutz joined the Equal Employment Opportunity Commission in Washington, D.C., where he served as one of its chief counsels. He is best known for his extensive tenure as the Assistant Deputy Corporation Counsel (now the Office of the Attorney General) for Washington, D.C. He was also appointed as a mediator for the District of Columbia appellate court system, helping resolve disputes between parties through mediation thus avoiding the time and expense of litigation. Additionally, Lutz volunteered a great number of hours for Human Rights Watch. His wisdom, fairness, and thoughtful approach earned him the respect of colleagues and those he served.
Lutz shared many happy years with his longtime sweetheart, Patricia "Poppy" Lark (née MacNeille). The couple married in 2019, celebrating a love that had endured for many decades.
In accordance with his wishes, Lutz's ashes, together with Poppy's, will be scattered in the waters off Bailey Island, Maine, near her childhood summer home - a fitting final resting place for two people whose lives were deeply intertwined.
He leaves behind many loving family members and friends.
