

Rebecca Franklin-Porter, 67, of Alexandria, Virginia, a retired business development manager, former intelligence analyst and operations officer, beloved wife and adopted grandmother, and devoted friend to many, died on September 19, 2024.
Becky was born in Pueblo, Colorado, on January 22, 1957, the beloved daughter of Lawrence Walter Franklin and Josephine Martina Ramirez, both deceased and dear sister of Julie Franklin. She graduated from Pueblo South High School in 1975 with honors. As a child in Pueblo, she was inquisitive, intensely pursued her studies, and had many friends. Becky is remembered by those who loved her as intelligent, funny, generous, and occasionally stubborn, but down deep, a softie. Her best friend from second grade, Mary Jean, described her as the keeper of their childhood and early adult memories and sentimental, especially when listening to favorite music such as the Beach Boys, Neil Diamond, and America.
Becky’s close friends included a treasured social group called the Wolf Pack, of which Becky was the alpha leader, and friends that celebrated milestone birthdays in places like Key West and New Orleans.
In 1976, she moved to Arlington, Virginia, and became a secretary with the FBI, where she met her future husband, Harry Porter, a Special Agent with the FBI at the time. They married in August of 1978, moved to Houston, Texas briefly, and then moved back permanently to Alexandria, Virginia, to a home and neighborhood they cherished for many years. They were married for 35 years. They played golf, traveled the world together, spent quality time at their cabin in Pennsylvania, adored their cats, cheered on Becky’s Denver Broncos, and enjoyed the company of many friends, family, and colleagues.
Becky earned a Bachelor of Arts degree with Special Honors in Psychology from George Washington University in 1983. After leaving the FBI, she served as an operations officer in the Intelligence Community and as an analyst with the United States Air Force. After leaving government service in 1998, she joined Booz Allen Hamilton, followed by ManTech, providing business development and programmatic support for National Security market clients.
Becky and her husband weathered health challenges, requiring a caregiver who stayed with them to the end. This caregiving angel and devoted friend, Priscilla, took care of them over the last 12 years, and that loving relationship, which provided great comfort and happiness, was significant for Becky after her husband died. Becky was incorporated into Priscilla’s family, discovering profound joy and fulfillment in becoming a loving, adopted grandmother to three adoring children in this family. She traveled with her expanded family on beach trips, to the Wolf Lodge, and gymnastic competitions for one of the children, an aspiring gymnast.
Becky is survived by her sister, Julie Franklin; her brother-in-law, Kent Porter (Ann Byrd) and children, Emmy and Harry; her sister-in-law, Kay LoMedico; her sister-in-law, Barbara Porter (wife of Bayard Porter, deceased), and children, Erika and Eileen; Blake Payne (son of Lee Payne, deceased) and numerous other relatives; and her devoted caregiver and friend, Priscilla McLomotey, and her family and children.

Memorial donations may be made to the charity of your choice. Funeral services and interment will be held at Arlington National Cemetery later, followed by a reception. Updates will be made once services are scheduled.
