He was born on March 13, 1943 in Fredericktown, MO to the late Clifford and Juanita (nee Denton) Skaggs; dear husband of Linda R. Skaggs; loving father of Scott (Tonya) Skaggs, Brandie (Joe) Anthony and the late Donald W. Skaggs; loving grandfather of Chelsea Skaggs, Scott Skaggs II, Jacob Skaggs, Brooke Skaggs, Taylor Skaggs, Joey Anthony and Abbey Anthony; great grandfather of Marlie Matt.

I’ve known Joe as a neighbor, a friend, and as a good man who was a loving father to his children. He certainly had many trials and challenges in his life, but I have always known him to have a smile on his face and a cheerful disposition in his heart. As I look upon his picture here, I feel like it captures the essence of the man I knew.
I am deeply saddened to hear of his passing as I regretfully have not seen him a lot over the past few years. I feel we are all better for knowing him, and he will be greatly missed by me and my family. I only hope that he knew the fondness that I held for him and the appreciation of the memories that we shared.

Thank you Dad, For always being there for me. From as a child looking up in the stands at all of mine and Donnies sporting events and seeing you there. To being my greatest support through lives good times and my greatest challenges. Words cannot express how much you are going to be missed! Tonya and I promise that mom will be taken care of. Our condolences to Joes family. I went through all 12 years of schooling at Fredericktown with Joe. A great friend who made us all laugh. Many good memories. Our thoughts are with you at this sad time.
