Working with Bill was one of best times of my life. He was of the few Officers I could count on. We put our lives in each other's hands time and time again. Not just because we were Officers but we were best friends. We held each other back or pushed forward when it was needed. It is hard to explain but I could feel when something was behind the door or wall. It had always been like a build in Radar to me but he understood and that kept us from getting hurt so many times. Bill had the magic of knowing what was going on in the towns around us. He knew all about drugs and all who was connected. He had to be my teacher. I was his teacher of firearms and crime scenes. They had no idea what they created by putting us together. They made the two best friends in the world. I'm glad Bill found what he was looking for a great family and love. He was a great officer, guy, fighter for good, but most of all he was my Best Friend when we needed each other. Terry Franklin     

I'm Terry Franklin and I worked with Bill for 4 years at Breckenridge Hills MO PD.  I was hired to the write tickets I guess on the 6pm to 2am  shift. My training told me to write tickets to reduce accidents not for money and that is what I did. Bill was a Det Seg and they could not find him most of time. Don't get me wrong he was doing a great job making arrests and knowing what was going on in the town. The problem was he knew too much and he was trying to make people do the right thing. That is hard to do when you are by yourself. What do you do when you have 2 officers who are different and you can't control? Well you do a dumb thing. You put them on the same shift add a new new officer thinking they will fight and you can fire all of them, RIGHT. Bill had all the street contacts, I had all the crime scene TMI work, and wide background in firearms, and, State level contacts, and the new officer loved to write tickets. Bottom line we all did not like what was going on in the town. We started doing police work, real police work. I was 6'6" 280 lbs and Bill would have someone in basement talking to him trying to get information and I would call on on the radio at the office and go down to the basement and the  person would turn white looking at me. I would say WHAT and he would start talking to Bill asking him to keep me away. Good cop bad cop and we never touched them. We would get on the road and laugh about it. They wanted to break us up but they had a problem. Our shift did more tickets, DWI, 2 times arrests, 2 times recovered property then the other 2 shifts together. I used my size and voice to get people to do things. I had been working at St. John PD for over 11 years so people knew me so I never had hit people. They knew I was fair but the pen, the paper, and truth was what came from myself and Bill.  I all kinds of stories I can spin about us and those days. Bill  always tried out shoot me. I carried a large cal 45 rev. Loaded up to a 44 mag.  99.6

Dad, mom found someone close to buy the motorcycle. His name is Carl and apparently u both knew each other back in your 1st few yrs being a cop. Lol.  Hes a good man and has already put a few thousand into it.  He loves it and it's his baby so youd be proud.

i worked with "uncle Bill" for 9 yrs at Childrens. I called him Uncle Bill because thats how close i had become to him. Im going to miss him, his funny stories about when he was a cop, hunting,his cars etc. He was a great man. always kind to me and we greeted with a hug. Rest easy "Uncle Bill" always in my heart
