James was born on February 3, 1951, and was a resident of Ashland, Virginia. He worked for Jones Lumber Yard.
He was preceded in death by his parents, and loving wife, Theresa Mill Watson, and cherished daughter, Jessica Renee Watson. He is survived by his four stepsons, James Carter, Jr., Christopher Jordan Carter, Joseph Carter and Adam Carter and step-daughter, Crystal Carter.
James liked to watch TV, especially old black-and-white shows and movies. One of his favorites was NCIS.
