Robert Carl Osburn, 78, of Richmond, passed away on January 18, 2019. He was the son of the late Charles and Goldy Osburn and was preceded in death by his wife, Marjorie Bowman Osburn. Robert retired with over 30 years of service with the Commonwealth of Virginia in Child Protective Services. He is survived by his sister-in-law, Estelle Bowman. Interment is private.
