Billie was born Mary Helen Mozingo in Rogersville, Tennessee, in 1932, the middle child of Tennessee natives Katie Irwin and Emmett Clarence Mozingo. The Mozingo clan, including Billie, her three brothers (Glen, Ron, Ben) and three sisters (Jo, Bobbie, Jan), grew up in La Follette, Tennessee and Akron, Ohio.
After moving to California in the late 40s, Billie married Max McAlpine in 1951. The next 25 years they spent in Norwalk, California raising their two girls Terry and Cheryl. During that time she did a stint as an Avon lady, then returned to the workforce in 1970. She soon worked her way up to become Eastman Kodak’s first woman supervisor in the Western region. Billie and Max made Atascadero their home for 42 years following retirement. Max passed away in February 2007. Billie joined him on July 31, 2019.
Billie is survived by daughters Terry McAlpine and Cheryl Garnsey; their husbands Lou Palmer and Gene; grandkids Dale Garnsey, Donna Haase, Sandy Tsang-Palmer and Beth Wilson; their spouses Cheryl, Jason, Mary and Spencer; eight great grandkids Elisa, Erin, Miller, Aurora, Silas, Conor, Aedan and Maeve; brother Ben Mozingo and his wife Shirley of South Carolina; sister Jan Steiner of Ohio; and 13 nieces and nephews.
