

He was born on April 21, 1951, in Royston, GA, the son of Aldine Carter and the late William Dabney Carter.
Elco attended Tabernacle Baptist Bible College from 1969 -1974. He was ordained by Trinity Evangelical Christian Ministries on July 7, 2007. He was a retired self-employed contractor.
He is survived by his wife, Dianne Carter. Survivors also include son and daughter-in-law, Douglas and Jenny Carter, Phoenix, AZ; daughter and son-in-law, Melissa and Brad Lusk, Dacula, GA; sisters, Barbara Phillips and Betty Carter; brothers, Donald Carter, Dennis Carter and Kenneth Carter; grandchildren, Ansley Hale, Alayna Carter, Jairus Carter, Abby Leger, Josie Leger and Shyanne Lusk, and five great- grandchildren.
The family will receive friends Tuesday, February 20, 2018 from 3-5 p.m. at Bernstein Funeral Home.
Funeral services will be held Wednesday, February 21 at 3 p.m. at the Bernstein Funeral Home Chapel with Pastor Gerald Stowe officiating. Interment will follow at Evergreen Memorial Park.
