Billy was a very free spirited and caring person who would do anything to help others. He had a love for art, and like his grandmother, an amazing talent for making flower arrangements. He loved to fish, swim and spend time with his niece and nephews at the river.
Preceded in death by his grandfather, William Grey Halsey; grandmother, Jeanette Halsey; grandfather, Clarence Whitlock; grandmother, Martha Whitlock; uncle, Jerry Halsey; and special brother, Kurt Franklin.
He is survived by his mother, Linda Makary; sister, Karen (Eddie) Cline; niece, Jessica (Jessie) Ballard; nephews, Jacob (Audrey) Hollingsworth, Sgt. Justin Hollingsworth (US Army) and Jimmy Cline; great-niece, Violet Hollingsworth; great-nephew, Tucker Hollingsworth, and many aunts, uncles and cousins.
A Celebration of Life for Billy will be announced by the family at a later date.
