Mr. Payne was retired from the United States Air Force.
Survivors include his loving wife, Beatrice Payne; children, Nancy Diann Payne, Thomas Andrew Payne (Petronella) and David Eugene Payne (Janine); grandchildren, Daneen Payne, Matthew Payne, Trisha Gamm, Marnie Gamm, Jayna Howard, Jason Payne, Danielle Payne, Summer Payne; siblings, James L. Payne, Robert Kenneth Payne and Joyce Payne; aunt, Eva G. Payne; 5 great- grandchildren; and many other family members who loved him dearly.
The family will receive friends at 12pm, Friday, February 17, 2017 at the Hillcrest Memorial Park Mausoleum Chapel. Funeral services will be held at 1pm. Friday, February 17, 2017 at the Hillcrest Memorial Park Mausoleum Chapel.
