Barbara Ann Smith Harvey was born on September 24, 1949, in Taylor, Texas to Edward Leroy Smith Sr. and Bobbie Joyce Cline Smith. On Saturday, May 16, 2026, at 5:05 a.m., she peacefully transitioned from labor to reward at Seton Hospital in Pflugerville, Texas.
Barbara lived a life marked by faith, service, strength, and dedication to family and community.
A proud graduate of L.C. Anderson High School in Austin, Texas, Class of 1969, Barbara distinguished herself as an elite track star, demonstrating the determination and perseverance that would characterize her throughout life.
Barbara dedicated her professional career to caring for others as a Licensed Vocational Nurse (LVN). Her compassionate spirit and commitment to helping people led her to a fulfilling career, from which she later retired from Ascension Seton Medical Hospital in Austin, Texas.
Faith remained central to Barbara’s life. She formally united with Turning Point Bible Fellowship in November 2007 under the leadership of Pastor Carl Harvey Sr., after previously holding membership at St. James and Solid Rock. A devoted and faithful servant, Barbara completed Discipleship and Spiritual Growth classes and worked diligently with the Women’s Ministry. She served faithfully with the Ushers and Junior Ushers as Co-Director and eventually Director, later becoming President of the Usher Board at Turning Point Bible Fellowship. Barbara carried out her responsibilities with grace, dedication, and a true servant’s heart until her health declined. Even during her illness, she remained steadfast in her faith as a regular participant on the Prayer Line. Her church family knew her as a woman of deep faith whose warm spirit, commitment, and loving presence left a lasting impression.
Barbara was united in marriage to John Harvey Sr., and together they shared family, love, and cherished memories.
She was preceded in death by her beloved twin sister, Mary Ann Smith; daughter, Dorothy Jean Milligan; brothers, Michael Smith, Arthur L. Smith, Oscar Smith, Herman Reese, and Edward L. Smith; sister, Eloise Smith; and her beloved husband, John Wallace Harvey, Sr.
Barbara leaves to cherish her memory her loving sister, Helen S. Brown of Fort Worth, Texas; her children, Donald Ray Milligan Jr. (Ontie) of Pflugerville, Texas, Keith Curtis Organ of Austin, Texas, and Ronda Railley (Bryant) of Pflugerville, Texas/Atlanta, Georgia; and her stepchildren, John Harvey Jr., Kellie Carter of Florida, and Shaye Collins (Chris) of Albuquerque, New Mexico.
Her legacy continues through her beloved grandchildren: Jeremy Johns (Alex) of Round Rock, Texas; Jeffery Johns of Round Rock, Texas; Doneisha Milligan of Pflugerville, Texas; Minnie Tolliver of Pflugerville, Texas; Aubrenique Milligan of Austin, Texas; Keisha Organ of Pflugerville, Texas; and Donald Ray Milligan III of Austin, Texas.
Barbara was also blessed with numerous great-grandchildren, including multiple sets of twins, each of whom brought her tremendous joy and pride.
Barbara Ann Smith Harvey will be remembered for her caring heart, steadfast faith, dedication to family, and years of service to others. Though her earthly presence will be deeply missed, her love, strength, and legacy will continue to live on in the hearts of all who knew and loved her.
