Kay was born on February 15, 1938, in Houston, Texas, to her parents, Kenneth and Inga Tharp. She graduated from the University of Houston with a Bachelor of Science in Education.
She was preceded in death by her parents, Kenneth and Inga Tharp, and her son, David Lee Mizell Jr.
Kay is survived by her daughter, Pamela “Sudie” (Brad) Anderson of Austin, Texas; her granddaughters, Alyssa (Tyler) McKanna of Lakewood, Colorado, and Addie (Matt) Johnsen of Pflugerville, Texas; and her great-granddaughters, Ruth Johnsen and Cheyenne Salisbury.
