

He grew up in Oklahoma and graduated from Henryetta High School in 1962. Bill went on to attend The University of Oklahoma, earning his degree in Electrical Engineering in 1967. The day after graduation, on May 27, 1967, he married the love of his life, Jeanne, beginning a partnership that would last a lifetime.
Bill and Jeanne began their married life in Cedar Rapids, Iowa, where Bill worked for Collins Radio and pursued a master’s degree from Iowa State University. During their years in Iowa, they welcomed two sons, Allen Jason Black and Michael Chad Black.
In 1971, Bill accepted an offer from Texas Instruments, and the family moved to north Austin. Bill worked at TI for 17 years as a hardware sustaining engineer before continuing his career with several companies and ultimately spending more than 25 years at Dell. At Dell, he transitioned from hardware to software engineering, discovering a deep enjoyment for programming and problem solving.
In 2000, Bill and Jeanne moved to their beloved “Lakehouse,” where they spent many happy years working on home projects and enjoying the peaceful views from their backyard. Their favorite times of year were Christmas and Easter, when all the grandchildren gathered at the Lakehouse. Those moments were filled with joy, noise, and family traditions that meant everything to them.
Bill is survived by his two sons and their families: Jason and wife Shannon, and their children Dalton, Morgan, and Jaden of Keller, Texas; Chad and wife Lori, and their children Dylan, Hannah, and Emily of Round Rock, Texas
He is also survived by brother in law Ray Hackney of Piedmont, Oklahoma; brother in law and sister in law Larry and Tricia Brendle of Fulshear, Texas; sister in law Terri Brendle of Foley, Alabama; and numerous nieces, nephews, cousins, and friends.
Bill was preceded in death by his loving wife Jeanne, his parents, his brothers “Pete” Manford Jr. and Jim Black, sister in law Martha Hackney, brother-in-law Ray Brendle, and brother in law John Henry Brendle.
Graveside Service and interment will take place at IOOF Cemetery in Norman, Oklahoma, at 11:00 a.m. on Monday, June 15, 2026.
Bill will be remembered for his sharp mind, steady presence, devotion to family, and the quiet, enduring love he shared with Jeanne. His legacy lives on in his children, grandchildren, and all who were fortunate enough to know him.
