James Galloway was born in Pittsburgh, Pennsylvania. He received a Bachelors of Science Degree in English at Albany State College in Albany, Georgia; a Masters Degree in English at New York University; and an Ed,D. candidate in Educational Administration at New York University. Mr. Galloway served his country for four years in the United States Air Force as a Staff Sergeant.
In 1971 James Galloway made history by becoming the First Black Superintendent of Schools on Long Island at Roosevelt Public Schools. He served as Superintendent for the Wyandanch Public School System for seven years ending in 1985. Then returned to Wyandanch in August, 2000. He also served as adjunct English Professor at Nassau Community College and SUNY at Old Westbury. James Galloway was one of the very few black basketball and football referees. His present and former affiliations include the United Negro College Fund, National Alliance of Black School Big Brothers of America just to name a few.

Hobbies included fishing, Tennis and basketball. Jim spent many hours fishing and loved to share his catch with neighbors and friends. Being on the water gave him time for reflection and meditation and was his passion.
Jim and Florence were married right after Florence graduated from Albany State College, Georgia. They remained together for 64 years. Over those years they shared a successful and productive life by concentrating on the development of the communities in which they served. Jim placed a high value on education and dedicated his life to sharing with young people what he had been blessed to learn from others.
Jim was known for quoting these words:
