

William “Bill” A. Millar, II, age 88, passed away peacefully on May 26, 2026. Born on May 16, 1938, in Somerville, MA, Bill lived a life marked by extraordinary intellect, dedicated public service, generosity, and compassion for others.
A gifted student from an early age, Bill graduated from high school at just 15 years old and was selected to attend Johns Hopkins University. After graduation he enrolled at the Massachusetts College of Pharmacy and Health Sciences, where he pursued his lifelong calling in pharmacy and healthcare.
At the age of 21, Bill joined the United States Public Health Service and was assigned to the Indian Health Service. His career took him to hospitals serving Navajo reservations in New Mexico, where he worked as a pharmacist providing compassionate care to underserved communities. Over the years, he rose into leadership positions within Indian Health hospitals and Southern and Eastern Tribes, advocating for tribal healthcare. Bill retired from the USPHS in 1988 with the rank of Captain, concluding a distinguished career in federal public service.
Following his retirement, Bill began a second impactful career with the Mashantucket Pequot Tribal Nation. As Chief Administrative Officer, he played a vital role in establishing the infrastructure that supported the development of Foxwoods Resort Casino. He later transitioned to serve as Pharmacy Director, where his vision and innovation led to the creation of an online prescription service benefiting tribal communities across the country.
Beyond his professional accomplishments, Bill embraced life fully. He loved playing golf and spending time boating, and he was an avid animal lover. Known for his great sense of humor, Bill brought warmth and laughter wherever he went. He was kind and generous, always ready to offer a helping hand to anyone in need.
Bill was predeceased by his parents, his sister, and his wife, Shirley. He is survived by his children, Lee Bidwell (Mike) and Andy Millar and his wife, Suttina, who served as a loving caregiver in recent years; and his stepdaughters, Patrice Gribbon and Penny Harris. He also leaves behind his grandchildren, Daniel, Samuel, Drew, and Alex and their partners; and six great-grandchildren.
Bill will be remembered for his brilliance, leadership, compassion, humor, and unwavering dedication to serving others. His legacy lives on in the many lives he touched, both personally and professionally.
