Howard Magruder "Mickey" Norton passed away on Saturday, June 12, 2021. Mr. Norton was born on December 29, 1934, in Baton Rouge, and was a lifelong resident of Baton Rouge. He graduated from Catholic High School in Baton Rouge in 1953 and received a Bachelor of Science Degree in Business Administration from L.S.U. in 1957. After receiving a Commission as a Second Lieutenant from L.S.U. and completing Officer Basic Training, he served on the Staff and Faculty of the Adjutant General's School as an Armored Tactics Instructor at Fort Benjamin Harrison, Indiana until 1958. He was recalled to Active Duty and served as Headquarters Commandant of the 4009th Garrison attached to the 49th Armored Division at Fort Polk, Louisiana, during the Berlin Crisis from August 1961 to August 1962. He was Honorably Discharged in the rank of Captain. He was awarded the Army Reserve Medal, The National Defense Service Medal, the Reserve Component Achievement Medal, and the Army Commendation Medal. Mr. Norton's career in the Louisiana Department of Revenue began with his assignment as a Supervising Field Auditor from 1961 to 1965, as Assistant Director of the Severance Tax Division from 1966 to 1968, as Assistant Director of the Miscellaneous Taxes Division from 1968 to 1969, and as Director of the Miscellaneous Taxes and Inheritance Tax Division from 1970 to his retirement in 1984. He authored key legislation in 1972 that provided for centralized collection and administration of the Inheritance Tax and was instrumental in authoring Louisiana's first comprehensive law on Uniform Disposition of Unclaimed Property. He was a guest lecturer at the L.S.U. Law School, the Tulane Tax Institute, the Louisiana Bankers Association Trust Seminar, The Louisiana CPA Association Convention, the Louisiana Estate Planners Association, the New Orleans, Baton Rouge, Lafayette and Lake Charles Bar Associations, and the 16th and 21st Judicial District Bar Associations. He was a member of the National Association of Tax Administrators, Louisiana Association of Tax Administrators, Lambda Chi Alpha Alumni Association, Delta Sigma Phi Alumni Association, Tiger Athletic Foundation and Alumni Association, the Reserve Officer's Association and the Shenandoah Country Club. His published articles in Professional Journals and Periodicals included The Louisiana Bankers Association Magazine, The Louisiana CPA Association Magazine, The Tulane Tax Institute, and The National Association of Tax Administrators Annual Report. He was preceded in death by his father, Dr. Howard M. Norton, Sr., and his mother, Alyce Hopkins Mouton Norton. He is survived by his wife, Carla Rippel Norton; three sons: Michael C. Norton, Howard M. Norton III and his wife Brenda Kay Norton, and Andrew S. Norton; four grandchildren: Susan Marie Norton, Dustin Taylor Norton, Ashley Danielle Hebert, and Kayla Alyse Sparks; and six great-grandchildren. Graveside Services at Port Hudson National Cemetery with Military Honors have been conducted.
