Kay Phillips Elliott died Saturday, May 23, 2026, at her residence in Baton Rouge, Louisiana. Born January 18, 1940, she was a native of Baton Rouge, Louisiana, and a resident of Baton Rouge for 86 years. Visiting at St. James Episcopal Church, at 9:30 a.m. Friday, May 29, 2026 until religious services at 11:00 a.m., conducted by the Rev. Christopher R. Duncan. Interment in Roselawn Memorial Park. Survived by a son and daughter-in-law, Neal Risley Elliott, Jr. and Olivia Woodyear Elliott; a daughter, Katherine Phillips Elliott Creech; five grandchildren, that brought her great joy, Neal Risley Elliott, III, Marshall Fielding Elliott, Caroline Annesley Creech, William Neal Creech, and Emily Katherine Creech; a brother, Fielding Chadwick Phillips; a sister and brother-in-law, Pamela Phillips Sulzer and Gerald Michael Sulzer; and a sister-in-law, Joanne Elliott Milton; three nephews, Eric Fielding Sulzer, Conrad Phillips Sulzer, and William Hunt Sulzer; three great-nephews and one great niece. Preceded in death by her husband Neal Risley Elliott; parents, Lewis Fielding Phillips and Shirley Genius Phillips; paternal grandparents, Robert Bowman Phillips and Frances Hewitt Turner Phillips, maternal grandparents, Albert Sidney Genius and Alice Lebeau Genius, niece, Emily Annette Phillips, sister-in-law, Annette Brumfield Phillips, and brother-in-law, Clarence Willard Elliott, Jr. Pallbearers will be Neal Risley Elliott, III, Marshall Fielding Elliott, William Neal Creech, Eric Fielding Sulzer, Conrad Phillips Sulzer, and William Hunt Sulzer. During her life she was a member of the Baton Rouge Chapter of the National Society Daughters of the American Revolution, the National Society of the Colonial Dames of America, the Ancient and Honorable Artillery Company – Louisiana Chapter, the Baton Rouge Assembly, the Baton Rouge Country Club, and was a member of St. James Episcopal Church.
