A retired assistant attorney general for the state of Louisiana and a resident and native of Baton Rouge, he died Tuesday, Aug. 11, 2009, in Baton Rouge. He was 67 and a U.S. Air Force veteran. Visiting at Our Lady of Mercy Catholic Church on Saturday, Aug. 15, from 9 a.m. until religious service at 11 a.m., conducted by the Rev. Paul Yi. Interment will be in Roselawn Cemetery. Survived by his wife, Dorothy Halligan, of Baton Rouge; and a son, Thomas John Halligan, of Baton Rouge. Preceded in death by his parents, Thomas Sidney and Katherine Mahoney Halligan. He was a 1959 graduate of Catholic High School, Spring Hill College and LSU Law School, where he earned his juris doctorate degree. He was a member of Knights of Columbus Council 3298.
