

Janelle Carter Harvey, 90, of Mont Belvieu, Texas, an extraordinarily loving daughter, sister, wife, mother, grandmother, great-grandmother, and a friend to many, went to be with the Lord on Sept. 2, 2025. Janelle was born on July 11, 1935 in Liberty, Texas to John Thomas Carter, Sr. and Susie Clyde Collins Carter. She was married to Arthur Barry Harvey for 39 years before his passing on Oct. 24, 1995.
Janelle was raised in Winnie, Texas, attending East Chambers ISD schools from first grade through graduation in 1953. A highlight of her childhood was representing Southeast Texas at the National Spelling Bee in Washington, D.C. when she was 12 years old. Janelle was Valedictorian of her graduating class, Most Likely To Succeed, and Most Talented Girl from her class of 20 classmates. She graduated from Sam Houston State University in Huntsville, Texas, earning her B.S. degree in home economics and a M.Ed from SHSU. She began her lifelong career in education first as a homemaking teacher before being hired to develop the first kindergarten program in Barbers Hill ISD history.
Janelle was a member of the Methodist Church of Mont Belvieu since 1965, having served as Membership Secretary, a volunteer position, for 15 years. She was a charter member of Chambers County Chapter of Delta Kappa Gamma, and a member of the Baytown Woman’s Club. After her retirement from education she spent 15 years volunteering at the Baytown Methodist Hospital.
In her retirement, Janelle enjoyed traveling and square-dancing with her husband before his death. She traveled after with friends and relatives, hitting the antique shops, casinos, and restaurants. An avid reader, Janelle enjoyed reading and sharing her love of reading with her family and friends. One would be remiss not to mention her love for couponing over the years, a hobby she loved.
“Gran or Gran Jan” as she was affectionately known, enjoyed taking care of her grandchildren and watching them grow through the years and compete for the Barbers Hill Middle School and High School teams as well as their Little Dribblers and Barbers Hill Sports Association days. She enjoyed taking care of her great-grandchildren when the occasion arose, planning their days and evenings to not only be fun, but educational. She enjoyed taking them on trips to the library in town, the post office, the new children’s museum, to the park, and of course, the frequent trips to get ice cream.
Janelle left an indelible impression on the people she met over the years as a teacher, mentor, and friend. Her beautiful spirit, loving smile, and compassionate heart for others set her apart from many. Janelle’s legacy of service to others, love, and dedication to her community and family will forever be cherished by her family and friends and numerous community members.
She was preceded in death by her parents and her husband; sister, Janey Wade Carter; sisters-in-law and brothers-in-law, Melva Louise Harvey Turner (Bill) and Jackie Dale Harvey Vaughan (Thomas), and sister-in-law Charlene Simpson Harvey (Don).
She is survived by her sons, Sean Barry Harvey (Melinda Workman Harvey and her brother Joe Edd Workman) and James Glen Harvey (Gina Benedict Harvey); grandchildren, Ryley Christine Harvey (Christopher Jason Javier) and Rylan Christian Harvey Rashall (Derek Kevin Rashall); and four great-grandchildren, Carter Collins Harvey and Jaxon Thor Harvey Javier; and Maddox James Rashall and Cal Barry Rashall. She is also survived by her brother, John Thomas Carter, Jr. (Nancy Ann Carter), brother-in-law Donald Clifton Harvey and special nephew Clifton Glen Waters (Maurleen Mitchell Waters). She is also survived by her special friend she’s known since she was 22, Glenda Love Hardy, as well as a host of other relatives and friends.
A visitation will be held at the Methodist Church in Mont Belvieu, Texas on Saturday, Sept. 13, 2025 from 9:30-11:30 a.m. Per her final wishes, a graveside service only will be held at noon at the Methodist Cemetery in Mont Belvieu following the visitation. Services will be under the direction of Navarre Funeral Home.
In lieu of flowers, the family requests donations to the Fisher Chapel Endowment Fund (10629 Eagle Dr., Mont Belvieu, Texas 77523) or the Barbers Hill Scholarship Association (P.O. Box 904, Mont Belvieu, Texas 77580) where her name will be added to the Arthur Barry Harvey Scholarship.
