

He grew up in the Baytown area and was a 1955 graduate of Robert E. Lee High School. While at Lee he was voted by his classmates as Senior Class Favorite, played football and was a member of the mile relay team that set the state and world record in 1955. He then attended University of Houston on a track scholarship.
He retired from Tenneco Chemical and Occidental Chemical in 1996 after 40 years of employment.
His hobbies included: woodworking, tinkering in his shop and emailing his many friends.
Joe Frank was an active member of Memorial Baptist Church where he served as a member of the benevolence committee. He also served on several city committees including the Community Development Advisory Committee, and Crime Stoppers.
He was preceded in death by his parents, Frank and Allie Ree Robins, his sister Jean McCambridge, brother-in-laws Alex McCambridge and Jerry Pierson.
He is survived by his wife of 51 years, Norine Robins, son Robbie Robins and his wife Karen, daughters Karen Robins and Becky Robins, sister Sandy Pierson of Mission, Texas, brother-in-law A.N. “Boots” Nelson and wife Patsy Nelson, brother-in-law, Lynn Enderli and wife Charlene Enderli. He is also survived by 4 grandchildren, Seth Robins and wife Paige, Kyle Robins, Bennett Blocker, and Brandon Welch, as well as many nieces, nephews and friends.
A visitation for the family and friends will be held Monday, March 26 from 6:00 to 8:00 p.m. at Navarre Funeral Home, 2444 Rollingbrook Dr. Funeral Services will be Tuesday, March 27, at 2:00 P.M. in the sanctuary at Memorial Baptist Church, 600 W. Sterling St. with Pastor Brad Hoffmann officiating. Burial will follow at Rosewood Cemetary in Humble.
Honoring the family as pallbearers will be A.N. “Boots” Nelson, Lynn Enderli, Jepp Busch, Gary Harrington, Tom Roberts, Orvis Schales, Melvin Drumm, Kenneth Smith, John Purswell and Terry McDaniel. Serving as honorary pallbearers will be Darrell Fagala, and the “GOOTS”, Jim Finley, Mike Finley, Leo Hechler, Don Treuhardt, Pete Sultis, George Crow, Ed Denny and Carl Theiss.
