Harley was born November 27, 1953, in Normal, IL to Harley and Bessie Thelma (Wright) Guthrie Tuttle, Sr. He proudly served in the United States Army from July 1972 to March 1978. He married Barbara Jean Brumfield on June 16, 1973.
He is survived by his wife of 51 years, Barbara; lovingly remembered by his children, Jason H. (Teri) Tuttle and Jamie L. (Adam) Mullins; his grandchildren, Sierra (Brandon) Gerdes, Braxten Tuttle, Mason Mullins, and Olivia Mullins.
He was preceded in death by his parents.
