

He graduated from Bloomington High School, excelling in basketball receiving several mentions in the local paper. He continued to play basketball, traveling through Europe with the United States Army. After the Army, he got a job with the United States Post Office, retiring after 37 years of service.
Louie was known as an avid Chicago Cubs, Chicago Bears, and Illini fan. Anyone within a 20-mile radius could hear him “colorfully” yelling at the television when his teams played.
Louie coached the Piccadilly Pub Softball Rec League from 1990-1993, winning it all in 1991. He truly enjoyed this time with his sons Gary and Shawn. He also coached Times Past Inn in 1994-1995. Louie also enjoyed playing darts for Western Tap and The Quarter Shakers Dart Team.
Louie lived a full life surrounded by family and friends. He touched an innumerable amount of lives in his 88 years. He loved the Lord, and thanked Him daily for his incredible life and family. While Louie is dearly missed, we are blessed to have loving, beautiful memories in our hearts, and know we will all be together again.
Louie is survived by his sister, Mary Lessen, Bloomington; son, Gary Phipps, Bloomington; daughter, Lisa Heying, Bloomington; son, Shawn (Val) Phipps, Normal; grandson, Josh Phipps, Normal; grandchild, Rae Heying, Chicago; great-grandson, Jaxon; many nieces and nephews, and several dear friends Paul Johnson, Gordon Carlson, and Jim Sparrow.
Louie was preceded in death by his parents and siblings Gil, Howard, Lorraine, Gertrude (Pee Wee), Carolyn, and Art.
A visitation will be held at East Lawn Memorial Gardens, Bloomington; Friday, September 26, 2025 from 10 to 11 a.m., with a military burial immediately following at East Lawn Funeral Home, 1102 Airport Road, Bloomington, IL 61704.
