Ms. Downing was born in Albany, New York on December 18, 1947 and was the daughter of the late Robert and Elizabeth Wittine Elder. She was preceded in death by her husband Rodger T. Downing, Sr. She retired from the New York State Tax Department and was a Life Member of the VFW Ladies Auxiliary.
She is survived by a son, Rodger T. Downing, Jr. and wife Constance of Supply and a daughter, Catherine Powers and husband Robert of Esperance, New York; nine grandchildren and four great grandchildren.
