Rosa was born in Letcher County, Kentucky on December 4, 1943 to the parents of Dewey & Martha Brown.
She was a dedicated healthcare worker as an LPN.
She is survived by her sons, Richard Todd Dixon of Orlando, Florida. Travis Dixon of Cibolo, Texas. Also her daughters, Vicky Dixon Normandt of Wilmington, North Carolina and Leslie Spence of Wilmington, North Carolina.
