

Born on the beautiful island of Guam, Frank carried the warmth and rich spirit of his Chamorro roots wherever life took him. He was the beloved son of the late Manuel Mendiola Duenas and Ana Cepeda Paulino. His island upbringing instilled in him a deep understanding that life is best lived surrounded by those you love, a value that defined his entire life.
Frank dedicated a proud career to the United States Navy. As a retired Navy veteran, he served with honor, discipline, and valor. His time in the service took him across oceans, but his heart always remained anchored to the family he loved back home.
Frank was the ultimate protector, patriarch, and heart of his family. His commitment to his loved ones was absolute, and nothing brought a brighter smile to his face than family get-togethers. He lived for the moments when the house was bursting with music, stories and laughter. He loved making kelaguen for everyone, and you could always count on him to bring that authentic taste of Guam to the party.
Frank is reunited in eternal peace with his beloved daughter, Bernadette who preceded him in death.
Frank’s memory will be forever cherished by his loving wife, Barbara. He is the proud father of his sons, Rick and Frankie and his daughters, Maria, Frances and Lynette. His incredible legacy also lives on through his 15 grandchildren and 12 great-grandchildren, who were his absolute pride and joy and the lifeblood of every family celebration.
Go with God—thank you for being our anchor and the heart of our family. Your loving wife, children, and grandchildren miss you deeply, and we find comfort knowing you are resting in eternal peace until we all gather together again on heaven's shores.
