

Born in Manila, Philippines, he was the son of Ricardo Medrano and Potenciana Perez Francisco. He served in the U.S. Navy for 23 years, from 1965 – 1988 and was a Vietnam Veteran. After his active duty, he joined the U.S. Navy Reserve.
He earned a Bachelor’s degree and a pair of Master’s degrees in Business Administration and Public Administration with an emphasis on Human Resource Management from National University.
After he retired from the Navy, he worked with the Federal Government Force Manpower at the Naval Amphibious Base in Coronado, CA, for 10 years before retiring for a 2nd time. He then worked for the State of California Employment Development Department until Parkinson’s Disease forced his early and final retirement.
In retirement, he was very active with St. Charles Catholic Church in San Diego, CA. He was a Cursillista since 1990. He served as a Eucharistic Minister at St. Charles, and was involved with the parish’s Prison Ministry for seven years. He served the Knights of Columbus (K of C Council 7903) in various capacities, including Grand Knight and District Deputy #113 in 2008 and District Deputy #117 from 2009 - 2011. He was also a long-time president of KAISA (Kaibigan ng Immaculate Conception Major Seminary sa America), an organization that helps raise funds to support seminarians’ educations at the Immaculate Conception Major Seminary in the Diocese of Malolos in the Philippines. He helped to establish the St. Charles Circle of the Daughters of Mary Immaculate International in 2005 with the approval of Fr. Fernando Ramirez and under the supervision of Fr. Edwin Tutor. He was also the founder of the Filipino-American Catholic Community of St. Charles Parish under the approval of Msgr. Dennis Mikulanis and the supervision of Fr. Aurelio Crisologo.
He is survived by his wife of 52 years, Josefina, of San Diego; his daughter, Maria Elena, of Durham, NC; his son, Hermie (Grace), of San Diego; his grandchildren, Richie, Jacob, and Ella; his brother, Emmanuel (Fidelina), of Henderson, NV; his brother, Procerpino (Josephine), of Northridge, CA; his brother, Godofredo (Milagros), of West Covina, CA; his sister, Perseveranda Co, of Mandaluyong, Philippines; and numerous nephews and nieces.
He is pre-deceased by his parents, Ricardo and Potenciana; his brothers, Romeo and Rafael, Sr., his sister-in-law, Norma; his brother-in-law, Crisostomo Co; his nephew, Procer, Jr.; and his nephew, Virgil Yalong, Jr.
Friends and family are welcome to visit with the family during his viewings at Glen Abbey Memorial Park & Mortuary in Bonita, CA, on: 1) February 17, 2020, from 5:00 p.m. – 9:00 p.m.; and 2) February 18, 2020, from 5:00 p.m. – 9:00 p.m. with vigils on both days that begin at 6:30 p.m.
A Mass of Christian Burial for Hermenigildo will be offered on Wednesday, February 19, 2020, at 10:00 a.m. at St. Charles Catholic Church in San Diego, CA, followed by burial with full Navy Military Honors at Glen Abbey Memorial Park & Mortuary in Bonita, CA.
