

LT Toshihiro F. Estrada was born and raised in the midst of, what was then the largest U.S. military installation outside of the country, U.S. Subic Naval Base, Philippines. He attended De La Salle University and Lyceum Northwestern University, earning his Bachelor of Science degree in Business Administration in 1989 (with Honorable Distinction). He subsequently earned his Masters Degree in Health Services Administration from Webster University, St. Louis, Mo in 2001.
LT Estrada began his Naval career in 1992, serving in various capacities ranging from Non-Designated Seaman, Personnel man, Hospital Corpsman to Respiratory Therapist onboard the USS RANGER CV-61, USS HALSEY CG-23, USS JOHN YOUNG DD-973, Branch Medical Clinic Naval Station San Diego and Naval Medical Center San Diego. In February 2002, LT Estrada was selected for commissioning as a Medical Service Corps Officer through the Health Care Administration In-service Procurement Program, receiving the rank of Lieutenant Junior Grade.
In May 2002, LT Estrada was assigned as the Assistant Department Head for Patient Administration, Naval Hospital Camp Pendleton, CA. There, he also functioned as the Coordinator for the National Disaster Management System, Federal Coordinating Center in Orange County, CA. In June 2004, LT Estrada volunteered and served as the Medical Administrative Officer onboard the USS PELELIU LHA-5, the “Mighty Liu”, where he oversaw 30 medical personnel throughout the Expeditionary Strike Group Three’s work-up and eventual deployment to the Western Pacific region.
Thereafter, LT Estrada was assigned to U.S. Naval Hospital, Naples Italy as Head of Operations and POMI. After only 18 months onboard, he was hand selected to head the consolidated Human Resources, Manpower and Operations Department, forming the command’s largest administrative department where he spearheaded the command’s comprehensive update of the Activity Manpower Document and its transition into the National Security Personnel System, paving the way for the entire Navy Europe Region. Currently, LT Estrada is assigned as the Head of Human Resources and Operations for U.S. Naval Hospital, Okinawa, Japan where he has established himself at the forefront of several major initiatives including the command’s achievement of Total Force alignment well ahead of BUMED’s critical initiative goals and served as the team lead for the Lean Six Sigma project to reduce civilian hiring timelines.
LT Estrada’s personal decorations include the Navy and Marine Corps Commendation Medal (4 awards), the Navy and Marine Corps Achievement Medal (2 awards), Good Conduct Medal with 2 bronze stars. He is qualified as a Surface Warfare Medical Department Officer. Professional trainings he has attended include: Lean Six Sigma Green Belt Course, Patient Administration Course, Plans, Operations, Medical Intelligence Course, Surface Warfare Medical Dept Officer Course and Medical Regulating Course.
LT Estrada is the President of the Medical Service Corps Association of Okinawa. He currently lives in Sunabe, Chatan Cho, Okinawa, Japan with his wife Melody and two children, Hiroshi (15), and Julia (8).
