Joe was born in Homer, LA, to the late Eula Bell (nee Rabb) and Alvin Harper.
He is survived by his sons, Christopher (Juliana) Harper of Wernersville, PA and Aaron Harper of New Castle, DE; granddaughter Rian (Emylio) Cutiva as well as three great grandsons: Gabriel, Marcel and Cristiano.
Joe retired from the United States Postal Service as a letter carrier with many years of service. He also served as a 2nd lieutenant in the US Army during the Vietnam War.
Services will be private at the convenience of the family.
