Cordelia Ellen Roy

Cordelia was born on May 11th, 1948, in Charlottesville, Virginia to Pauline Jeanette Starks and Otha H. Williams. She was a devoted wife, mother, grandmother, sister, aunt, cousin and friend who touched the lives of many with her laughter, feistiness and strength.

Cordelia was educated in the public school system in Washington, DC and was employed for 30 years with the Architect of the Capitol as a Subway Operator transit that connects to the U.S. Capitol building to the Congressional office buildings.

On November 12th, 1967, she married the love of her life Russell E. Roy, Sr., and the Lord blessed their union with four children, Russell, Jr., Jeanette, Christoper, and Marcus.

She will be best remembered for letting everyone know not to mess with her kids, wearing her hats, gold jewelry, smelling good because she loved her perfumes and starting her day by watching her favorite shows the Price is Right, Family feud, Chicago fire and the Golden Girls. She enjoyed playing cards, going to the Casino to play the slots machine, and traveling she would drive her Lincoln Continental to Atlantic City, NJ, Brooklyn New York, Raleigh, NC, and Atlanta, GA, and she enjoyed flying to Florida and California. And most of all she enjoyed spending time with her family and friends.

Cordelia was preceded death by Pauline J. Starks (mother), Otha Williams (Father), Geraldine Frye (Sister) and Sandrea Fowlers (Sister).

Cordelia leaves to cherish her memory: (Husband) Russell Roy, Sr., children: Russell Roy, Jr. (Kimberly) of Bowie, MD, Jeanette Roy, of Bowie, MD, Christoper Roy (Crystal), of Brandywine, MD and Marcus Roy of Springdale, MD. Ten grandchildren: Shadae, Janae, Darrick Jr., Shanae, India, Kristin, Kendall, Aniya, Bria and Kira. Six Great Grandchildren: Ryan, Jala, Alani, Ameera, Elijah and Isaiah. Nephews: Stoney Jr., Shannon. Nieces: Michelle and Allison, and a host of other family and friends.

Visitation will be held at Greater Mt Calvary Holy Church?, 610 Rhode Island Ave NE, Washington, DC 20002, US, on July 2, 2026, at 10:00 am, followed by a Celebration of Life at the same location on July 2, 2026, at 11:00 am.

Committal will take place at Fort Lincoln Cemetery, 3401 BLADENSBURG RD, BRENTWOOD, MD 20722, US, on July 2, 2026, at 12:30 pm.
