Frances R. Snow

Frances R. Snow was born on October 26, 1937, in North Carolina to the late Johnnie Mae Sickels. Frances graduated from Dunbar High School and Teachers College (now the University of the District of Columbia) in Washington, DC.

Frances had a successful 30-year career in the federal government. She received many commendations during her tenure in the federal government including recognition for her contributions during the Gulf War. She retired from the National Security Agency in 1991.

Frances was married to the late David Snow and blessed with two children, David Snow and Diane Snow.

Frances enjoyed spending time with family members and friends. She was an active member of multiple clubs and social groups including the DC Red Hat Divas, several bowling leagues, and a DC Pinochle group. Frances was also an avid DC Commander Football Team fan.

Her favorite activities included bowling, and she was always up for a trip to the casino. She enjoyed a good party and was always joyful when talking and hanging out with friends.

Frances was a loving and generous person. Over the years she has been a mentor and extended family member to many. In addition, she was a benefactor to multiple young people. Frances never bragged or announced her generosity. She never asked for recognition. She just loved and gave from her heart. Frances’ friends admired her for the selfless dedication and care she provided to her mother in her golden years.

Frances was a strong, dependable, and honest person. She was a woman of integrity with a warm heart. Her life was not easy but her trust in God and unbreakable faith kept her strong and determined to enjoy life as she wanted. Her walk in life was a real testimony that inspired others.

She was a member of St. Johns Baptist De Salle Church in Chillum, Maryland.

The Lord called Frances home on June 28, 2026, while at Carroll Manor Nursing and Rehabilitation Center in Washington DC.

She was proceeded in death by her mother Johnnie Sickels, children David Snow (Valarie) and Diane Lee. Frances is survived by her four grandchildren David Paul, Brandon Lee, Courtney Snow, and Brittani Lee. She also leaves behind beloved great grandchildren, Daughter-In-Law Valarie Snow, family members, and a host of loving and devoted friends.

We are grateful to have experienced Frances’ presence, love, and faithfulness to family, friends, and God. We are blessed to have known and loved her. May Frances rest in eternal peace, embraced by the Lord.
