Billie was born on February 19, 1944, in Camarines Norte, Philippines. She graduated from high school and finished Secretarial Education. She worked as a Notary Public in Austin, Texas. She then became a Fragrance Specialist for Dillard's department store and was recognized as a "Top Seller" amongst her colleagues. After her retirement, she moved to California in 2017.
Billie's hobbies include cooking, baking, collecting recipes, and reading from her favorite author, Danielle Steel. She loved to donate to St. Jude Children's Research Hospital.
Billie will be remembered for her warmth and kindness.

A visitation will be held at Valley Funeral Home, 2121 West Burbank Blvd, Burbank, CA 91506, US, on June 20, 2026, from 12:00 pm to 4:00 pm.
