Joyce was born in Kaufman, Texas to Ernest Edward Chandler and Eula Mae Giles Chandler. She grew up in the Cedar Grove Community of Wills Point, TX where she graduated from high school in 1946.
At age 17, after losing her mother, she went to work for Terrell State Hospital doing secretarial services and filing patient records. For many years, Joyce served as a pastor‘s wife. Through the years at different times she also worked in various positions of the sales industry. But Joyce was never happier than when she was taking care of her home and family. One of her favorite past-times was telling her grandchildren and great-grandchildren stories about the “days when I was a girl.”
She lived her last years independently in Keller, Texas, only recently moving to Mabank Texas to live with family.
Joyce was preceded in death by her beloved husband Jim Billingsley, her parents Ernest Chandler and Eula Giles Chandler, brothers, Douglas Chandler, Lecil Chandler, Curtis Chandler, Glen Joe Chandler, and her granddaughter, Chandler E McKellar.
