Bill was born on September 10, 1959 in Dallas to William Robert and Elizabeth Ann Rasco Phillips. He grew up in Canton. Bill proudly served in the US Army before returning to Canton to live and work. Bill enjoyed playing golf and baseball, shooting pool and drag racing.
Mr. Phillips is preceded in death by his father, William "Billy" Phillips; sister, Jillinda Smith; infant brother; and grandparents, Alton (Jack) and Belle Rasco.
Bill is survived by his wife, Melinda Phillips; mother, Elizabeth Phillips; children and their spouses: Steve and Christina Phillips, Joe and Misty Phillips, Kim Townsend, Robert and Kathryn Phillips, Stephanie and Chad Countryman, William Robert Phillips, III, Justin and Shannon Phillips, and Ryan Stone; thirteen grandchildren; seven great-grandchildren; and aunt, Sandra Kirk.
A visitation will be held 6-8 pm Tuesday, August 25, 2026, at Eubank Funeral Home. A private service will be held at a later date. Interment will be in Hillcrest Cemetery in Canton.
