

Terry Dobbins, 84, a lifelong public servant, loving husband, father, and friend, passed away in Cape Coral, FL on Saturday, November 8, 2025. He was one of 6 children born and raised in Oshkosh, Wisconsin.
Terry graduated from Oshkosh High School in 1959 and joined the Army National Guard and later served in the Army Reserve. He also proudly served with the Winnebago County (WI) Sheriff’s Office from 1968 to 1995, including many years as a scuba diver on the department’s recovery and rescue team. Like many in law enforcement, “retirement” didn’t quite stick; after moving to Florida in 1995, he served as Court Security for the US Marshals until his true retirement in 2019.
Terry was the kind of officer that even the people he arrested liked. Known for his infectious smile, quick wit, and a signature smirk that usually meant he was up to something. He never missed a chance for a good laugh or a good story. A talented artist, he filled his life with family, laughter, and creativity.
Terry taught us all the importance of faith, hard work, humility, and humor. He could talk to anyone and make them feel at ease, and his kindness and laughter left a mark on everyone who knew him.
We will miss him deeply, his smile, his jokes, and his big heart; until we see him again in heaven.
He is survived by his beloved wife of 38 years, Billie Dobbins along with sisters Quinn (Bruce) Bursack; Kerry Schumacher; sister-in-law, Jean Dobbins; son, Keith Dobbins; grandson, Alex (Erin) Dobbins; daughter, Beth (Steve) Oswald; grandsons, Jonah (Tiffany) Hinds and Micah Hinds. Stepson David (Mahnaz) Davis; grandchildren Anna Davis and Will Davis. Stepson Jeff Davis; grandchildren Kerri (Shane) Lee, Tyler Leigh Davis, Tristan (Nia) Davis; great-granddaughter Ayriana Lee and many nieces and nephews.
He was preceded in death by his mother, Florence Schoshinski; brothers, Lee Dobbins, Kim Dobbins, Ty Dobbins; brother-in-law Gary Schumacher and niece, Penny Dobbins.
A Christian funeral service will be held on Tuesday, December 9th at Grace Methodist Church, 13 SE 21st Place, Cape Coral, FL. Visitation will start at 1pm; with funeral services at 2pm and refreshments to follow. A celebration of life will be held in Oshkosh, WI at a later date for family and friends.
