He was the seventh of ten children of Richard Cornelius Chapman and Rhonie Smith Chapman. He served in the United States Air Force during the Korean conflict, and afterward earned his degree in Civil Engineering at North Carolina State University in 1957. He married his wife of sixty-two years, Frances Leila (Smith) Chapman, on June 12, 1960. They settled in Raleigh, and Ned worked in the Structure Design Unit of the North Carolina Department of Transportation for over 30 years. He was a licensed land surveyor and professional engineer. Ned attended Ephesus Baptist Church.
He is preceded in death by his parents and by all his brothers and sisters: Bea Chapman Steiner, Hazel Chapman, Earl Chapman, Richard Chapman Jr, Mary Etta Chapman, Wilson Chapman, Ray Chapman, William Chapman, and Helen Chapman.
He is survived by his wife Leila; by son Dr. Richard Chapman and his wife, Leslie Chapman, of Auburn, Alabama; by son David Chapman of Austin Texas; and by grandson, John Chapman of Pasadena, California.

A graveside service for Ned will be held Saturday, August 20, 2022 at 11:00 at Ephesus Baptist Church, 6767 Hillsborough ST, Raleigh, NC 27606.
