Chong Cher Chang was born on July 18, 1956 in Huanalack, Xieng Khoung. He is the first son of Chia Xou Chang and Pang Shoua Yang. Cher has 5 brothers: Pang Xiong, Jouabee, Chong Ge, Herr True, and Wang Choua and 3 sisters: Xae, Yee, and Ying.

Cher grew up in the city of Huanalack. When he turned 9, he went and studied in Long Cheng, Laos. In 1964, Cher moved to Phamphais, Laos.

In 1973, Cher wedded Mai Yang. Mai is the daughter of Youa Neng Yang and Ka Chang. Together they had 3 sons: Chou Koua, Vang, and Tou, and 4 daughters: Tong, Mee, Ma, and Lee.

Soon after the Vietnam War in March 1979, Cher moved to Ban Vinai, Thailand. In 1982, Cher married See Vue. See is the second daughter of Ka Ge Vue and Mai Yang. Together they had 10 children: 8 daughters: Nhia, Kou, Bee, Nou, Kalia, Chong, Tang, and Yer and 2 sons: Leng and Ber.

Cher is a part of the Hmong SGU Association. He is well known for being a leader and for having a heart for his family, friends, and his community.

In 1993, Cher came to the United States and settled in Pontiac, Michigan. In 2004, Cher and his family moved to Mansfield, Arkansas where he now has left his legacy on January 27, 2016.

Cher has 2 daughter-in-laws and 8 son-in-laws. Altogether, Cher has 17 children and has 30 grandchildren.
