Born in Boston, Massachusetts, Frank moved to Florida in 1981 from Brockton. A welder by trade, he worked in many different industries until he retired. He served in the United States Air Force.
He will be remembered most for his love for his family. He was an amazing father. Frank enjoyed fishing, hunting, drawing, and drafting designs.
Frank was preceded in death by his wife, Shirley M. Tobin. He is survived by his son, Francis Joseph Tobin IV; daughter, Cynthia Mae Tobin; 5 grandchildren: Brandie, Gerard, Xavier, Shana, and Whitney; and 2 great-grandchildren: Emmitt Higara and Marchon Brown.
There will be a memorial service Saturday, March 5, 2016 at 3PM.
