William Wayne "Bill" Holtman

Bill was born on June 12, 1945, in Westphalia, Texas, to Anton and Elsie Holtman. He was raised on a small family farm in the area, where he learned from an early age how to care for animals and work the land. Growing up in the close-knit German community of Westphalia shaped many of the qualities Bill carried throughout his life hard work, independence, loyalty, and a willingness to help others. When Bill was 18, his family sold the farm and moved to the “big city”of Temple.

Bill graduated from Lott High School in 1963. He attended Temple Junior College for two years before transferring to Texas A&M University, where he earned a bachelor’s degree in Poultry Science in 1968. That fall, he entered Texas A&M Veterinary School. He earned a second bachelor’s degree in Veterinary Medicine in 1970 and received his Doctor of Veterinary Medicine degree in August 1971.

While a student at Temple Junior College, Bill met Carolyn Kay Miller. They were married on November 6, 1965, at the Church of the Visitation in Westphalia, Texas. Bill and Kay shared a lifelong love of music and dancing and could jitterbug with the best of them. Together, they built a loving family and raised three daughters, who blessed them with seven grandchildren and five great-grandchildren.

After graduating from Texas A&M, Bill moved his family to Little Rock, Arkansas, where he became Director of the Diagnostic Laboratory for the Livestock and Poultry Commission. His work brought him into contact with many of the political leaders of Arkansas state government, including then-Governor Bill Clinton.

A few years later, Bill joined the Arkansas State Meat Inspection Program, where he was responsible for ensuring the quality and safety of meat and poultry at processing plants in his area. In 1977, when the State of Arkansas discontinued its state inspection program and transferred food-safety responsibilities to the U.S. Department of Agriculture, Bill made the transition to federal employment as a Veterinary Officer in charge of food inspection at meat-processing plants.

In 1989, it was time for the Holtman family to return to Texas and be closer to their extended family. Bill transferred to College Station but initially commuted to a processing plant in Sealy six days a week. It was a grueling schedule that he maintained for three years. In 1992, Bill earned a promotion to Circuit Supervisor of Meat Inspection for the Houston Circuit. In that role, he was responsible for the health and safety oversight of meat-processing plants from Beaumont to College Station.

Bill loved his work and became a respected and caring leader to the men and women who worked with him. He made many friendships during his career, and many of those friendships continued long after his retirement.

Bill retired in 2009 and happily took on a new role as the family and neighborhood “fixer.” If something broke or stopped working, Bill was the person to call. He would crank up his country music as loud as he could and tinker with whatever was in need of repair until he got it working again. It wasn’t always pretty—but it worked!

In retirement, Bill treasured time with his children and grandchildren and especially reveled in his great-granddaughters, who were the lights of his life. He and Kay celebrated their 60th wedding anniversary with their family in November 2025, marking six decades of marriage, family, laughter, music, and love.

Bill was preceded in death by his son, Bruce Wayne; his parents, Anton and Elsie Holtman; his brother-in-law, Louis Lehman; and many beloved family members and friends.

He leaves behind his wife of nearly 61 years, Carolyn Kay Holtman; his three daughters, Suzanne (Jay) Biggs, Heather Sheffield, and Shelly Jernigan; and his seven grandchildren, Sean Dossey, Amanda (Niko) Castorena, Matthew Dossey, Cody (Linsey) Sheffield, Tucker Sheffield, Madison Sheffield, and Aidyn Sheffield.

He is also survived by his five great-granddaughters, Micah Castorena, Avery Sheffield, Kamryn Garmin, Kara Castorena, and Emily Castorena, who brought him immeasurable joy; his sister, Shirley Lehman; and several beloved nieces and nephews.

Bill also leaves behind cherished friends and fishing and hunting buddies, including Robert Sheffield, Robert Camarillo, and Bryan Ristoff.

Bill lived a life defined by family, service, hard work, friendship, and a willingness to fix whatever needed fixing. He will be deeply missed by the family and friends who loved him, but his memory will live on in the generations he helped shape and in the countless lives he touched along the way.
