Joe was born in Alton, Missouri. He attended Pine Bluff High School and graduated from Arkansas State University with a bachelor's of science in engineering. After college, Joe managed several businesses, which culminated in a 30-year career with Texas Refinery Corp. Joe had a lifelong passion for raising horses and was well known and respected in the quarter horse racing industry.
He was preceded in death by his parents, Carl and Mabel Allen; daughters, Amber and Suzanne Allen; and his sister, Judy Faulkenberry.
Survivors: Joe is survived by his wife of 60 years, Sandra Allen; children, Joe B. Allen Jr. and his wife, Kay, and Terri A. Mason and her husband, Russell; grandchildren, Michelle Snow, Morgan Webb, Michael Allen, Joan Allen, Mitchell Allen, Reid Mason and Henry Mason; sister, Anna Blohm; and four great-grandchildren.
