Talmage was born in Atlanta to Maye Angelyn Lamb Williams and Talmage Theodore Williams, Sr. He graduated salutatorian and Commander of Cadets from
Bolles Academy, Jacksonville, Florida, in 1951, and from Georgia Tech in 1955 as a member of NROTC. Upon graduation, he served three years as an officer in the Navy on the destroyer USS Willard Keith.
Following his Navy service, Tal ran experiments at the Savannah River Plant before becoming inspired by the US space program. He moved back to Cocoa Beach, Florida, to work for RCA at Patrick Air Force Base. In 1962, on the sand at Cocoa Beach, he met and fell in love with Judy Ann Bain from Grenada, Mississippi. They married on December 15, 1963.
His success in the space program continued as he moved with Judy and daughter Angelyn to Santa Maria, California, to become Director of Operations for the Federal Electric Company at Vandenberg Air Force Base. In 1989, he relocated with Judy and son Patrick to Clear Lake, Texas, to work with Lockheed at the Johnson Space Center. He retired in 1992, and he and Judy moved to Keller, Texas, in 2011 and Grapevine, Texas, in 2014 to be closer to his son's family.
At Various times, Tal’s hobbies included fishing, audio equipment, early personal computers, and tinkering at his workbench.
Tal died peacefully in his sleep from heart failure. He is survived by his wife Judy, daughter Angelyn Moore, son Patrick Williams, and grandchildren Jackson, Matthew, and Brooklyn Williams.
