Captain William "Bill" Joseph Young

Born on May 13, 1941, in Wilkes-Barre, Pennsylvania, Bill was the son of William and Mary (Dougher) Young. He graduated from Central Catholic High School in Kingston, Pennsylvania in 1959, earned his Diploma in Nursing from Bellevue and Mills School of Nursing, New York University in New York City, New York in 1962, his Bachelor of Science in Nursing Education from Wilkes College in Wilkes-Barre, Pennsylvania in 1966, his Master of Public Health from the University of Texas School of Public Health at Houston in 1971, and his Master of Science at the University of Texas at Dallas in 1978.

Bill married the love of his life, Jane (Zarzycki) Young, with whom he celebrated 64 wonderful years of marriage on September 1, 2026. Their story began as freshmen in high school where they were seated alphabetically—an ordinary moment that blossomed into an extraordinary lifelong partnership filled with devotion and joy.

Family was the heart of Bill’s world. He took immense pride in his children and grandchildren, cheering them on at performances and athletic events, and offering encouragement from afar whenever he could not be there in person. A loyal and often long-suffering fan of the Philadelphia Eagles, Philadelphia Phillies, and Penn State Nittany Lions, Bill greeted each new season with genuine enthusiasm and hope.

Bill was a devoted husband, father, grandfather, great-grandfather, and a faithful member of Good Shepherd Catholic Community for 28 years. He generously gave his time and resources, both to the parish and to Catholic Charities, always ready to help whenever needed.

In addition to his volunteer work, Bill served in the United States Public Health Service having been commissioned in 1963 and retiring with the rank of Captain (O-6) in 1994. During his service, he was stationed in New York City, New York, Galveston, Texas, Baltimore, Maryland, Dallas, Texas, and Philadelphia, Pennsylvania.

In the beginning of his career, he supported the maritime and Indian welfare missions of the Public Health Service, but he found his true calling while on loan from the Public Health Service to the U.S. Department of Health and Human Services, Office of Inspector General, first in Dallas, Texas and finally in Philadelphia, Pennsylvania serving with the Office of Inspector General for 11 years. He worked tirelessly on investigating healthcare fraud cases and developed close relationships with colleagues he was proud to call friends. Of note, his professionalism and expertise earned him an appointment as Special Investigator by Surgeon General C. Everett Koop in 1989, and at the time of his retirement, he closed what was believed by the Inspector General to be the highest civil judgement under the Federal False Claims Act ($18.7M). During his career, he was awarded two Public Health Service Commendation medals for his exemplary service, and he qualified as a Certified Fraud Examiner, a certification he maintained for 13 years until 2007.

After his first retirement, he began a second career investigating healthcare fraud in the private sector first in Philadelphia, Pennsylvania with Independence Blue Cross and later in Dallas, Texas with Blue Cross and Blue Shield of Texas. He retired again a few years ago, but he continued to support law enforcement and his former colleagues by acting as a witness in court and offering expert advice whenever called upon.

Bill is preceded in death by his parents, William and Mary (Dougher) Young; his sister, Ann Weale; his brothers-in-law, Ray Weale and Edward Baluh; and sister-in-law Paula Zarzycki. He is survived by his beloved wife, Jane; daughter Karen (Scott) Smith of Flower Mound, Texas; son Bill (Kerry) Young of Kirkwood, Missouri; and son Patrick (Delia) Young of Humble, Texas. He is also survived by his grandchildren Lauren, Matthew, Katherine, Mackenzie, Max, Elyse, Taylor (Brad), Austin (Maddie), and Garret; his great-grandson, Callahan; his sisters Marilyn Baluh (Dallas, Pennsylvania), Joan Bealla (Dallas, Pennsylvania), and Susan Brankovich (Hanover, Pennsylvania); his brother-in-law Peter (Daryl) Zarzycki (Middletown, Delaware); and numerous nieces, nephews, and extended family who loved him dearly.

Bill will be deeply missed, and his spirit will continue to live on in the hearts of all who knew him.

Funeral services will be held on Monday, October 5, 2026 at Good Shepherd Catholic Community, Colleyville, TX. Visitation with family will begin at 9:30 AM in the narthex, with Rosary at 10:15 AM followed by an 11:00 AM funeral mass and interment at the church.
